This has been banned by USB IF… they dont allow re-allocation or subletting any more.

Wikipedia suggests it’s still possible. USB-IF has tried to stop some other organizations from sub-licensing their VIDs, is that what you’re thinking of? Or are you saying Wikipedia is out of date?
You cant get USB certification if you’re not from the vendor, at which point - why bother paying for one. Find a company with a VID who went out of business, then just use a PID they didnt. You’ll have a very high chance of being unique, and still cant get USB certification but havent spent any money.
