Looks like you’ve got the ground and crystal pins shifted down one - from the pinout I found, they should be pins 8-10, not 9-11. Technically you should also have some decoupling caps across each VCC/GND pair, but it’ll probably work fine without them.

That worked! I had to hold off on using all caps there! Ha ha ha!!! It must have been the caps closer to the pins, when I swapped wire I had ground and crystal pins wrong. I’ve been on this one problem for a week, I don’t even remember what I wanted to do in the first place now ha ha ha! You folks are great!
